Peggy Kemp, PhD

TA Consultant | Division for Early Childhood

Peggy is the Executive Director of the Division for Early Childhood of the Council for Exceptional Children (DEC). Dr. Kemp is a recognized leader and tireless advocate devoted to quality services to young children with disabilities, their families, and the professionals who serve them. Dr. Kemp has over 30 years of experience, including service as a direct service provider as well as a local, state, and national leader in Early Childhood/Early Childhood Special Education. She holds a Ph.D. in Special Education from the University of Kansas. Her life experiences as a family member of persons with disabilities fuels her passion to support policies and practices that enhance the lives of all families.
